Job Summary

Scope of services: The Senior Technical Advisor for Urban Health Cell at the MOPH will be responsible for providing technical and management support to the Urban Health Team both in KPPHD and at the MOPH. He/she will also ensure that the health services are delivered based on MoPH policy, procedures and guideline and maintain quality of services in every cycle of project management. Furthermore, he/she will coordinate the project activities at provincial level and ensure the project activities are also well coordinated at facility level.
Objective: To facilitated the effective implementation of Kabul Urban Health Project.

Duties & Responsibilities

- Assist the Urban Health Focal Point (Urban Health Advisor) on all health matters pertaining to the Urban Health Project including; improving quality of health care services, efficient use of resources, improve patient satisfaction, improve the capacity of health facilities staff, ensure quality data are produced and processed to MoPH and other stakeholders involved in the project.
- Ensuring that, urban health facilities project is smoothly implemented in accordance to the proposal
- Assist the urban health team, in overall project management cycles including; planning, organizing, monitoring, and evaluation.
- Build the capacity of urban health staff at the KPPHD and at the MOPH
- Ensure that, the project overall implementation process including is in line all MOPH policies, strategies and technical guidelines
- Conduct regular supervision and monitoring to the Kabul urban health facilities
- Provide input for the urban team in organizing the meetings and other relevant activities.
- Attend project related coordination and technical meetings on a regular monthly and quarterly based held at central and provincial level.
- Follow up on all planned activities in the urban health cell to meet the health and sanitation measures and requirements.
- Liaise with UN agencies and NGOs at the central and provincial level through available coordination mechanism e.ge PPHCC.
- Any other assignments given by KPPHD and Urban Health Cell

Job Requirements

Qualifications and experience: -
-
- Having Medical doctor degree from a recognized university, prefer Master degree related in health care management from a recognized institution
- Three years’ of post graduate experience of working with a NGOs or UN agency, government at the level of a public health management.
- Very good working capacity of MS office (Word, Excel, PowerPoint, etc).
- Excellent written and spoken local language.
- Good working knowledge of English written and spoken.
- Result oriented and achiever mentality.
- Excellent negotiating and communicating skills
- Good team player.
Deliverables:
- Action taken based on regularly processing and analysing the data
- Quarterly activity report regularly submitted to affiliated authorities.
- Training need assessment is conducted and proper course is introduced
- Training capacity building programs conducted.
- Regular supervision is performed
- Regular participation in meeting is done
- Regular feedback is provided
