Job Summary

The SERDRC Project Finance Officer(PFO) is a full time, fixed-term contract position based in Kabul, Afghanistan. Reporting to the SERDRC Project Manager; the SERDRC Finance Officer will be responsible for provision of, on timely basis, financial support services and safeguarding of the assets of the SERDRC project, effective and efficient financial accounting of the operations and assisting the Project Manager and Program Directors as may be deemed necessary from time to time.

Duties & Responsibilities

Facilitate the day to day operational accounting and provision of financial management services to SERDRC Project:

Review the working advances requests submitted by different programs/departments and ensure in line with the approved activity plans and forward to IFRC for processing on a timely basis.

Follow up/track project working advances and ensure timely submission of reports and that expenses are incurred according to the plan and duly supported by adequate documentation translated into English where necessary..

Ensure adherence to the ARCS Finance policies and guidelines and compliance with donor requirements.

Assist in the preparation and verification of annual project budgets.

At each month end, together with the programs/departments, prepare a cash flow projection for the subsequent 2 months to ensure adequate cash for operations.

Advise and assist project staff on aspects of allowances, travel claims, and other financial matters and in liaison with Technical Manager provide any required training or instruction to project staff on finance/risk management/audit issues as required.

Ensure that salaries and allowances charged to the project are all relate to the project and had prior approval and ensure these are in line with the payroll.

Ensure that whenever possible, payments are made either through bank transfers or cheques and minimize as much as possible cash payments.

Follow up and ensure that booking of transactions into the Navision system is done promptly on a regular basis both in the field and at HQ.

By reviewing the monthly budget vs actual reports, monitor the project budget and ensure accurate accounting, authorization. Investigate and address significant variances promptly.

Prepare monthly financial analysis report and provide advice on financial risk and exposure.

Prepare periodic donor financial reports as per contractual obligations and act as primary contact with project auditors and facilitate the audit process.

3. Perform any other work related duties and responsibilities that may be assigned by the line manager.

Job Requirements

1) Minimum qualifications:

University Degree or its equivalent

Basic accounting knowledge

2) Required Experience:

3 + years professional work experience in a finance or accounting role .

3 + years’ work experience with an International humanitarian aid organization, international non-governmental organization, NGO and/or government development agency.

Previous experience with Red Cross / Red Crescent or knowledge.

Experience of managing & supporting staff

Experience of writing narrative & financial reports

Experience of working with accounting systems, developing budgets, plans and financial analysis

Management of an accounting services function

Communicating financial results to managers

Experience in coaching, team building, staff support and team building across departments.

Advanced skills in computers (Windows, spreadsheets, word processing and accounting packages)

Knowledge and experience of finance software such as Microsoft Navision.

Skills in coaching, training and developing staff

Strong team-working skills: initiative and direction; flexibility and adaptability; interpersonal skills; resilience; sensitivity to diversity; understanding and commitment to RC/RC Principles, code of conduct and personal integrity.
1) Language skills:

Fluently spoken and written English

Good command of Dari and Pashto
