Job Summary

The national Consultant will work in a multi-disciplinary team environment and will be responsible for providing technical expertise relating to social inclusion and gender mainstreaming within the context of broad social development and safeguards support. The Consultant will be part of the Social Development team at the WB Kabul Office, and will contribute to the overall cross-support agenda on social safeguards, Citizen Engagement and Social Inclusion.

The duration of the consultancy will be 6 months, i.e. January 1, 2015 - June 30, 2015, with possibility of extension.

The Consultant will work in close coordination with the international Senior Social Development Specialist and the rest of the Social Development team in the Kabul Office to ensure timely and professional cross-support to task teams. Overall reporting responsibility is to Social Development Practice Manager, Maria C. Correia in Washington.

Duties & Responsibilities

The Consultant will provide social development cross-support as required to the various teams in the Afghanistan portfolio, including on land issues, Citizen Engagement and social inclusion. More specifically, the Consultant will:

Advise and assist Task teams to develop operational designs and mechanisms to ensure broad social inclusion objectives, including targeting of women as beneficiaries where relevant, development of results frameworks with relevant social indicators, and assess social opportunities, impacts, constraints and risks related to improved citizen engagement, and social inclusion risks related to both Bank supported operations as well as in policy dialogue with borrowers;

Work with the Country Management Unit to develop, strengthen, and track portfolio indicators on social safeguards, citizen engagement and social accountability results;

Provide cross-support as required to the Task teams in the Afghanistan portfolio and monitor adherence to the WB Social Safeguards policies;

Participate in developing sustainable local and national consultation mechanisms and strategies;

Conducting and contributing to formal and informal analytical/advisory activities and research work on key social development issues Afghanistan, notably related to local governance and service delivery, social inclusion and gender mainstreaming, social accountability /citizen engagement and safeguards.

Develop and evaluate proposed technical solutions, and assist in preparation of project design documentation, supporting reports, annexes, etc.;

Advise government counterpart agencies on technical options for social development issues.

Job Requirements


Advanced Degree in Social Sciences and/or related areas;

A minimum of five years of relevant experience;

Working experience and solid understanding of participatory and Community-Driven Development approaches;

Strong technical and analytical skills in social development issues and ability to provide well-grounded, quality analytical inputs with pragmatism and a focus on results;

Ability to think innovatively and strategically in dealing with policy issues, while maintaining a strong client focus;

Hard working, able to manage multiple tasks simultaneously, and a proven ability to work in multicultural settings and teams;

Excellent communication skills with demonstrated ability of making effective presentations to diverse audiences; fluency in both written and spoken Dari and Pashto preferred;

Excellent communication and report writing skills in English required
