In consultation with the Independent Directorate of Local Governance (IDLG) , AECOM is planning to establish a provincial management unit (PMU) in Kapisa province to facilitate implementation of the Afghanistan social outreach program (ASOP) in the province and districts. The PMU will be based in the provincial capital to facilitate the creation, administration, capacity building and training of district community councils. The PMU will be embedded in the provincial governor’s office space in order to maximize mentoring and on the job capacity building training by PMU consultants. The PMU will be equipped with computers and information system.
Through close collaboration with DLO, the Shura Relations and Capacity Building Officer (SRCBO) will be responsible for developing effective relations with the council members in a particular district. The SRCBO will be working closely with the provincial and district liaisons and ASOP consultants on the design and implementation of capacity development initiatives for the local governance and Council Members. His specific responsibilities will be to:
o Establish and maintain close relations with districts shura members.
o Consult with ASOP and provincial and district officials on the preparations and implementation of capacity developing training program for the local governance and Council Members.
o Make technical contribution to the design and delivery of capacity developing training, including selection of relevant and interesting material for coverage during the participants’ attendance as well as for their homework assignments.
o Conduct review of capacity developing training curriculum.
o Take the lead in selecting and preparing a proper venue for holding capacity building training.
o Arrange for providing training material, stationery, accommodation (if any), and logistical support.
o Prepare questionnaire for the participants on their inputs about the quality and relevance of the training to their needs and expectations.
o Draft and maintain lists of the participants for follow-up initiatives.
o Excellent ability to communicate in Pashto and Dari and good knowledge of
1. Bachelor degree in social sciences, education or a closely related field.
2. Two to Four years of work experience in community development, community mobilization
3. The candidate should have negotiation skills and conflict resolution skills.
4. Prior experience working in Kapisa province is essential. The candidate should be from Kapisa province or be residing in Kapisa province.
5. Oral and written fluency in English, Dari and Pashto
