Job Summary

The Site Supervisor will be responsible for the implementation of engineering related activities conducted by grantees or subcontractors as directed by the Senior Engineer. The Site Supervisor will work with local communities and appropriate GIRoA line ministries to implement infrastructure activities, road rehabilitation, construction and rehabilitation of irrigation systems and structures, and rehabilitation or construction of static structures within a specific geographic location. The Site Supervisor will ensure that all infrastructure rehabilitation or construction activities meet engineering norms and standards as directed by the Support Engineer. This responsibility will include, but not be limited to assisting the Support Engineer with implementation stages, including the provision of quality control regarding both materials and labor. The Site Supervisor will conduct and facilitate site visits, and monitor the infrastructure rehabilitation or construction activities of ASI-S implementing partners as directed by the Support Engineer. In order to provide continuity with the Government of Afghanistan line ministries, the Site Supervisor is responsible for ensuring all projects are implemented in cooperation and in coordination with GIRoA, grantees, subcontractors and target communities.

Duties & Responsibilities

• Prepare updates on construction and/or rehabilitation activities to the Support Engineer.
• Prepare periodic reports as and when required by the Support Engineer.
• Anticipate project problems or delays and report such to Support Engineer
• Maintain accurate and regular field notes of actual on ground situations useful in the preparation of scheduled reports, to include photographs of site works
• Monitor compliance with and take appropriate action where necessary to ensure the safety of all workers on site.
• Notify SE of any non-compliance with grant or contract specifications
• Assist in the preparation of documentation for the payment of progress payments to grantees or subcontractors.
• Assist in the preparation of responses to contractors or grantees requests for information, submittals, change notices, claims, or any other correspondence as directed by SE
• Ensure that technical deliverables are being met on time and confirm that construction conforms to recognized engineering designs and standards
• Prepare drawings as requested by SE
The Site Supervisor may also be required to perform other tasks per the request of the Senior Engineer or designee.

Job Requirements

1. Experience
• Experience in project implementation and monitoring of development-type projects.
• Experience in community participation and consensus type projects.
• Experience of site construction supervision as a Foreman.
2. Education – Civil or Structural Engineering experience.
3. Travel - The Support Engineer will be available for travel to Shah Wali Kot District for the duration of the project.
