The Social Mobilizer will work under the direct supervision of irrigation project coordinator and closely coordination with DAIL Directorates andSocial Mobilizers in the team to mobilize farming community of each selected irrigation scheme for establishment of Irrigation Association, and development of Irrigation Rooster. He is responsible to properly understand the existing water distribution and management, arrangements and its relevant official documentations. He should report to the Irrigation Project Coordinator.
The Social Mobilizer will work closely with other Social Mobilizer in the team to mobilize farming community of each selected irrigation scheme for establishment of Irrigation Association, and development of Irrigation Roaster. He should properly understand the existing water distribution and management arrangements and document it. He should report to the project Coordinator.
His main responsibilities will include, but not limited to:
To mobilize the farmers about the SNaPP2 interventions and participate in the identification and selection process of the schemes,
To conduct election among the farmers for the selection of Executive Committee members (Chairman (Mirab), Vice Chairman (Chakbashi), Treasurer (Khazanadar).) among the farmers who are taking their share of irrigation water from the scheme, and Conduct the IAs election as per the regulations developed by Irrigation Directorate of MAIL.
Work together with the other social mobilizer in the team to sign a contract between Irrigation Association and Project to clearly show both parties responsibilities before and after the physical work of the watercourse rehabilitation,
To register Irrigations Associations (IA’s) with DAILs & Irrigation Directorate (ID) of MAIL, and Documentation of all those forms which need for establishment and registration of an IA, Document Water Distribution Arrangements through development of Irrigation Rosters.
Opening of a bank account of Irrigation Association, and Collection of membership fee from the shareholders,
Assist in finalizing draft rule and regulations for IAs in close coordination with MAIL and build trust for implementation of these rules & regulations.
To motivate IAs members to actively participate in 10% in-kind contribution to the project through cleaning, straightening and shaping of their own watercourse,
To motivate and encourage potential leaders to talk to their fellow community members about unity and self-reliance.
To conduct baseline research of selected communities, and continue to monitor social change and new social information relevant to community mobilization.
To initiate actions aimed at breaking down passivity of the women, apathy and attitudes of letting others do things for them.
To raise awareness among the women that community members themselves can move each community out of poverty, and to show them ways they can do this for themselves.
To assist community members to identify needs and to generate solutions, identifying priority issues and to analyze their problems.
To encourage and stimulate community members to organize for action aimed at solving their problems and to plan, implement and monitor action that they define themselves.
To provide community leaders with management skills and knowledge in getting community members interested, organized and motivated.
To develop trust, tolerance and co-operation among community members.
To perform any other task assigned by the Project coordinator.
Candidates should have Bachelor in Social Science, agriculture extension or relevant field
At least have 2 years relevant experience
Ability to read, write and speak in local languages.
Previous mobilization experience or training.
Skills, training and/or experience in management, social animation, and/or extension, social research, adult education, acting, journalism.
Skills of using personal computer and internet.
Ability to read and write well in local languages (Pashto, Dari etc.), and understanding of English language
Ability to speak and listen well in local languages (Pashto, Dari) and English.
Computer skills, or potential to learn them, focus on word processing.
Must have a social strength to stand in front of a group of farmers without showing fear or arrogance.
Ability to learn mobilization skills
A desire to contribute to national development through community mobilization and empowerment.
well motivated, team member able to work alone and/or without supervision
Ability to observe and analyze social indicators, and
Ability to work under pressure.
