The incumbent of this position is responsible for overall organization of target communities in line with the program objectives including election, facilitation, and problem identification as well as CDP preparation through community participation and supervising the mobilization and capacity building of Community Development Council for program implementation, identification of sub projects with community through CDP , facilitation of subprojects’ proposals and completion reports and performing any other identical duty as assigned. The incumbent also supervises the assist to the target communities in conduction of social and technical survey, design and cost estimation of their prioritized projects.
1. Overall organization of target communities in line with the program objectives including election, facilitation and problem identification.
Ensure that the target community members know the NSP with all details especially about the participation of women in the project, community contribution, and negative list of the sub project as well as the safe guard and project ownership and future responsibility.
With consideration of cultural barriers some feasible ways to ensure that the facilitation process conducted through participation of both men and women of the targeted communities according to the proposal will be identified with community members.
2. Supervise the mobilization of Community Development Council (CDCs) for training, and Community’s projects implementation.
Ensure of participation community women and men in election according to the percentage mentioned in the last version of OM.
Ensure of quality community needs assessment and prioritization conducted.
Supervision of Community worker and Field engineer during the participatory action planning in the concerned communities.
Assist the CW and TF /FE on the on job training and capacity building.
Ensure to achieve NSP targets as the program plan.
Regular visit to the villages for monitoring and supervision of activities.
Share his/ her monitoring report with the district supervisor.
Request timely the BG for sub project.
Keep track of the BG disbursement and any delay in this regard should be reported to DS for necessary action.
Facilitate the process of linkages and Net working with Line departments and external resources.
Manage and participate in the cross visits in Village level.
Ensure land donation documents if needed.
Ensure for on time and full hand over of the CDCs to PMU /NSP according to the guideline of Hand over.
3. Supervise the identification of projects for the community; facilitate sub projects’ proposals and completion reports.
Assist the institutionalization of problem identification, prioritization, project planning and implementation based on the program objectives and principles.
Assist the facilitators for conducting the trainings based on the project manual and need of community.
Help the facilitator in preparing their work and action plans and needed training material and training logistics.
Sharing and coordination of field training and experiences vertically and across the district.
Ensure that the Community project design is conducted as technical standards.
Ensure the provision of document for all the training conducted to the CDCs and WSCs members.
Conduct joint assessment of the training and consider refresher for those who are still weak.
Work closely with the facilitator during their action plan implementation of the NSP is in line with the operation manual.
Assist the community for the Registration of their established community institution.
Ensure establishment and training of CPM committee, Procurement committee, operation and maintenance committee and project implementation committee.
Ensure conducted of quality training of targeted communities in five NSP trainings (By law, office bearer, accountant, procurement and project implantation management) to both CDCs and WSCs members according to the plan.
Report on a regular basis to the district manager on the progress of activities.
Preparing weekly and monthly reports to the district Supervisor.
Assist targeted communities in opening bank account.
Ensure completion of the sub projects according to the plan.
Document all the documents caused delay in project implementation and hand over of the CDCs.
To ensure Keep control of budget both in system and community level. Ensure to avoid any over expenditures.
To ensure environment safety technique for casual labor during implementation of projects.
Ensure technical designs are as per standard and with a high and safe quality.
Ensure contract between contractor and community regarding cost, quality, quantity and time.
Ensure regarding selection of unskilled who are vulnerable.
4. Perform any other identical duty as assigned.
EDUCATION:
BS. Degree in civil engineering or other related fields.
WORK EXPERIENCE:
Minimum three years work experience of social works and work in community development field.
SKILLS:
High technical, social skills and behavior as well as projects monitoring, community analysis survey, use of PRA methodology, construction survey and design, report writing and reasonable level of English reading and writing.
LANGUAGES: Fluency in written and spoken Dari, Pashto, and English, languages.
GENERAL:
Good interpersonal communication and community organization skills.
AUTHORITY: Purchase Requests and Purchase Orders request for subproject needed materials and equipments based on CARE standard policy.
CONTACTS/KEY RELATIONSHIPS:
a. INTERNAL KEY CONTACTS:
District Supervisor, Community Facilitator, Community Developer, Admin/Data support staff and community.
b. EXTERNAL KEY CONTACTS:
Peer CARE programs, Partner NGOs, Concerned Government Officials, CDCs members and WCDCs.
WORKING CONDITIONS:
Stationed in the project /Provincial sub office
COMPETENCIES: Excellent projects planning, organizing skills and unskilled labors, negotiation skills, Problem-solving, decision-making with field supervisor, leadership the CDCs members and projects labors, good verbal and written communication skills in Pashto and Dari languages.
TRAVEL REQUIRED: Approximately 2% of time to other provinces or districts.
