Da Afghanistan Breshna Sherkat (DABS) is a self-sufficient and independent corporation established under Islamic Republic of Afghanistan’s Joint Stock and Limited liability corporations’ act. This corporation changed legal entity and replaced Da Afghanistan Breshna Mosesa (Afghanistan electricity company), as a national electricity corporation on 15th of Sawr 1387 SH, in accordance with May 04, 2008. Da Afghanistan Breshan sherkat (DABS) commercially manages generation, import, transmission and distribution of the power electricity across the country.

Job Summary

Under the overall guidance of the Director PMO and under direct supervision of the Project Manager (PM); the Social and Environmental Safeguard Officer will be responsible for the following functions:

Duties & Responsibilities

· The Social Safeguard officer will ensure selected projects comply with the requirements and procedures stipulated in relevant documents including but not limited to Afghanistan Environmental and Social Impact Assessment (ESIA).

· Ensure consultations are done with stakeholders - including private sector and local farmer’s groups as well as communities to elicit the views of both male and female stakeholders.

·Information dissemination including in local languages; and document the discussions from consultative meetings and interviews.

·Develop safeguards reports and mainstream it in the PMO reporting system and share them regularly with other stakeholders including the DABS relevant staff.

· Develop smooth reporting mechanisms and working relationships with all relevant staff of PIO and PMO and address whenever serious social issues arise in the field

·Assist in preparing the terms of reference for the external monitoring agency (EMA);

·Preparation of the project's Environmental and Social Management Plan (ESMP).

·Undertake regular monitoring of project activities against safeguard standards and guidelines of the ESMP.

·Ensure that appropriate environmental and social mitigation measures are proposed and met, and undertake follow up monitoring to ensure that proposed mitigation measures are implemented in accordance to the agreed upon ESMP.

·Lead on developing and delivering a series of spot checks to ensure safeguards policies are properly implemented in line with the ESMP guidelines.

· Identify challenges, opportunities, priorities and needs for the development and implementation of the project’s ESMP at all levels.

· In collaboration with the project team, make sure that the terms and conditions set for project implementation in line with safeguard principles are adhered to ensure that a grievance redress mechanism (GRM) for the project is established, and is accessible to the general public and in particular to Project affected persons, and to the workers engaged in project implementation.

· Responds to and follows up on complaints/grievances raised, monitor grievances until they are resolved, and escalates issues to the Project Manager as necessary.

· Handle additional assignments as directed by the Project Manager.

Job Requirements

Bachelor’s degree in Environmental Science social sciences Agriculture or other relevant field’s advanced degree (MSc) in one of the above mentioned fields will be preferred

Minimum of 5 years of relevant experience (with BSc) or 3 years of relevant experience (with MSc) in the areas of environmental and/or social impact analysis.

·        Familiarity with DABS Social and Environmental safeguards procedures and land acquisition legislations

·        Demonstrate integrity and fairness; honest and complies with DABS rules regulations and code of conduct.

·        Knowledge of English Language written Reading Speaking. Is required.

·        Knowledge of Computer Based Programs in Ms. Excel Ms. Word and etc.
