Job Summary

The proposed Project will improve electrification rates in Herat province, targeting about 230,800 people who are currently without access to the electricity grid or have poor electricity access, at first stage focusing on Chesht, Hobai, Karrokh and Pashtun-Zarghoon districts, In the second stage, the Project will extend grid electricity supply to other parts of Herat Province and test solar off-grid pilots.

The Project will also finance assistance to the implementing agency, DABS, for procurement and project management, as well as assistance to the MEW in developing the legal and regulatory framework for grid integration.

Duties & Responsibilities

These duties shall comprise (but not necessarily be limited to) the following:

The QA/QC will have overall responsibility for construction (Civil) activities of all transmission lines under HEP for other current and future projects.

The QA/QC engineer will be responsible for checking and guiding the work of contractors in Transmission Line route from tapping point to Karokh Substation in Herat Province.

He has to work in close coordination with the Sr. Civil Engineer/ Site Supervisor and HEP Project Manager for the timely completion of all project activities with the required quality.

Coordinate all technical activities at the sites to make sure that the construction/implementation of project is according to the engineering standards and Technical Specifications are as per the contract document.

Ensure that all tests are performed at the site for the various items.

Review material submitted by contractors for compliance with the BoQ and specifications and to check compliance of QC requirements as per approved QC plan of the project.

Ensure that the contractors comply with their work plans to complete work within specified time frame.

Ensure that the contractor provides the labors with the safety equipment and overseeing health and safety matters on site.

Check and review the works quantity reported by contractor for interim payments.

Prepare daily record of work progress at sites and update project manager about work progress on weekly or bi-weekly basis.

Apply the QC plan for monitoring, reporting and supervision strategy that will help in better implementation of contract guidelines in sub-project activities.

Be able to correctly organize and file technical project documents.

Preparing of close out documents as per the project close out procedures.

Perform any other project relevant activity assigned by the Sr.Civil Engineer / Site supervisor, HEP- PM and WB-PIU director.

Job Requirements

The candidates must have the following qualifications:

Must have a BSc. of Civil Engineering with 5 years of related experience.

Competent in reading and understanding Specifications, drawings, and reviewing of design and all other disciplines related to the Project and engineering documentation.

Work experience with the International donors such as World Bank, USAID, KfW and ADB is a privilege.

Good communication skills and fluency in reading, writing and speaking English.

Good computer skills (Ms. Office and Technical Engineering Software’s).
