The Sr. M&E Specialist for field data collection is responsible to ensure that PMP data is collected from the field in a proper, timely and accurate manner. The position requires implementing data collection instruments and methods, either directly or through the oversight and quality control of data collection by KCI staff, subcontractors and/or municipal counterparts. The position requires collection, compilation, input, some analysis, and transfer of data.
Oversee development Program and implementation of systematic monitoring and evaluation system that captures quantitative and qualitative data to report on program indicators, and that facilitates monitoring program progress, assessing impacts and identifying lessons to improve program quality.
Roll out M&E guideline at program level and assist and design the methodology for and organize, in collaboration with M&E Specialist and partner staff, program evaluation events, including contextual analysis, Participatory program review and planning, baseline assessments, midterm and the final evaluation.
Lead field tests of the M&E system and coordinate data quality assessments to ensure its effectiveness and subsequent revisions through ongoing program implementation.
Hold regular meetings with M&E staff to share the M&E progress, verify data collection procedures, share data, and identify and resolve data collection problems.
Draw upon lessons learned from other program M&E systems through reviews of tools and methodologies.
Provide technical inputs to develop the projects and program appropriately.
Assist in giving guidance to staff on appropriate templates for use with monthly, quarterly data collection exercises and ensure proper training is disseminated to relevant M&E staff including partner staff to effectively use the technology.
Develop methodologies and tools for four monthly outcome monitoring and its quality implementation for the program as well as measuring the annual progress against all program results framework.
Provide guidance on extracting and formatting lessons learned, best practices and Case studies and success stories from the program for wider dissemination.
Respond to requests from within the Program for additional M&E, targeting, research and for best practices, success stories, and lessons learned.
Coordinate with programming staff and other stakeholders to ensure consistency and share best practices.
Undertake regular visits to the field to support implementation of M&E plan, review monitoring reports, and analyze them for impact evaluation and to identify the causes of potential bottlenecks in project implementation.
Oversee gathering of M&E information required for donor reporting.
Coordinate and communicate with program staff and other stakeholders on program data and results.
Provide timely written feedback to all program and partners on their narrative report submissions.
Lead the documentation and reporting of assessments, lessons learned and best practices for dissemination to interested stakeholders.
Supervise and support the M&E Specialist, as needed, in the technical assistance and training of municipal counterparts to develop and implement a sustainable municipal M&E function;
Keep the Tetra Tech-ARD MIS system up to date.
Any other task assign by your supervisor.
Education:
University degree in Social Science or similar field is preferable.
Experience of development work in fragile states and in areas of chronic vulnerability and poverty is a clear plus.
Experience:
4-5 years experience in an equivalent position for an NGO or an international organization is preferred. USAID funded project experience is a clear plus. Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.
Language:
Excellent Language proficiency in spoken and written Dari, Pashto & English is a requirement.
Communication:
Listen to others, interpreting correctly messages and responding appropriately; pose questions for clarification, and exhibit interest in having two-way communication.
