The Senior Provincial Engineer will be working under the direct supervision of the Provincial Manager and his/her duties and responsibilities include:
• Support and guide Social organizers towards disseminating technical inputs in local communities in the process of organizing and building their local capacities.
• Support local communities in preparing project proposals including technical design, cost estimation, bill of quantities and other details for community based cluster level development projects.
• Co-ordinate cluster CDC level proposed projects with district offices, RRD and other development agencies as required.
• Develop appropriate supervision, monitoring and evaluation systems for community based infrastructure and services related projects.
• Encourage participatory approach and conduct regular supervision, monitoring, and evaluation of all neighbourhood level projects in selected Cluster CDCs.
• Plan, design and conduct participatory training in local communities to support designing, implementation, monitoring and maintenance of community based local development projects.
• Work with reporting officer and develop a comprehensive reporting system to report progress in the field on regular basis.
• Undertake regular field visits and provide technical assistance to district engineers and cluster CDC members who are involved in planning, designing, implementation, monitoring and maintenance of the projects.
• Remain responsible for maintaining appropriate level of accountability and transparency in disbursement and utilization of community supported development funds.
• Establish a comprehensive system of keeping all necessary technical, procurement and financial records related to different types of projects being implemented in the selected cluster community.
• Support RRD engineers and local communities in preparing project progress reports and also project final reports on regular basis.
• Plan, design and conduct awareness raising and capacity building programmes for RRD technical divisions on regular basis.
• Prepare PowerPoint and present project activities to the visitors as and when required
a) The candidate should have Master degree with 2 years of work experiences or Bachelor degree in civil or structural engineering, with 4 years of work experience in implementation and management of community based development Programme more focused towards creating community based institutions and supporting them in building their local level infrastructure and services.
b) Considerable knowledge and experience of working with local communities in planning, designing, costing and estimating infrastructure and services related projects at community/cluster community level.
c) Experience and knowledge of formation of Community Development Councils, and Community Action Plans and their role in development of cluster community.
d) Full confidence to manage all types of administrative, financial, procurement and technical aspects of implementation of infrastructure and services related local development projects.
e) Adequate experience of staff mobilization, team work, and networking with other development agencies.
Computer Skills: Excellent Computer skills including MS Office and AutoCAD Programme. Knowledge of email and internet is compulsory.
Language: Fluency both in local languages and English. Excellent communication skills both in written and spoken English are required.
