Job Summary

The Senior Public Financial Management Specialist (Sr.-PFMS) will report to the University Autonomy Program Manager (UA-PM) and through him/her to the Senior Manager for Organization Development. The Sr.-PFMS will work along with the University Autonomy team to review the current Financial Workflow, Policies and Procedure of the abovementioned universities and recommend practical and appropriate improvements. The Sr.-PFMS will be also responsible for development of policies, procedures and finance implementation plans. The Sr.-PFMS will be based at the relevant provincial universities and will have close-coordination and collaboration with the Finance and Administration Vice Chancellor and Department Head of the universities. The aim of this position is to enable universities to develop/implement financial autonomy at the universities.

Duties & Responsibilities

The tasks and responsibilities for the Sr.-PFMS include but are not limited to the followings:


Assess and review the existing financial systems, policies and procedures of the Polytechnic University, through conducting process mapping, gap analysis, and process improvement.

Work with the ICT team of USWDP on gathering the exact requirement for Financial Management System under HEMIS.

Assess and review the existing financial laws and regulations, decrees, specific policy documents about financial autonomy in close-coordination with program manager for University Autonomy and MoHE Finance Director.

Provide technical support for the implementation of the financial autonomy by-law.

Develop policies and procedures related to the above areas in close collaboration with System Development team, MoHE and Universities

Developed a ToR for board of trustees and form the board

Develop various financial and administrative reporting mechanisms for universities.

Develop various financial control mechanism for universities

Develop training curriculums on the concept, implementation and practical applications of financial autonomy and other necessary financial training and deliver the training to the senior leadership, appropriate officials and financial staff of MoHE and targeted universities.

Develop a costing scheme for Associate and Master degrees’ programs of the universities

Build the capacity of the financial staff of the universities through on-the-job trainings working with them side-by-side on planning, budgeting, monitoring & evaluation and reporting

Job Requirements


Master degree in Financial Management/Economics is required. ACCA, CPA qualification is highly preferred.

With bachelor’s degree seven years, and with master’s degree five years of progressive experiences in Public Finance/Accounting and Budgeting is required.

Strong practical experiences in reviewing and developing public financial and accounting systems, policies and procedures.

Budgeting and financial managements skills relevant to public sectors, NGOS and organizations

Knowledgeable of Afghan labor, tax and procurement law

Experience working with Ministry of Higher Education and Afghanistan public universities are highly preferred.

Knowledge of Afghanistan Public Financial Management Law and the higher education system.

High level proficiency in MS Office application such as MS Word, Excel and PowerPoint is required. Proficiency in database operating, development and designing and knowledge in financial management software is advantage.

International donor-funded programs experience and knowledge of USAID programs and regulations are preferred.

Excellent oral/written communication skills in English, Dari and Pashtu.

Demonstrated strong interpersonal skills, teamwork, management and leadership.

Well organized, able to manage multiple tasks and number of professional staff.

Capable of working independently with minimal supervision but skillful in collaborating and coordinating with other program staff and partners.

Ability to perform various financial and interpretational analysis in problem solving, processing data and information
