Job Summary

You will assist the ACSI General Director in supporting top management in strategy formulation, strategic plans execution, strategic process improvements, and communication of strategies to all stakeholders. You will analyze business performance, existing or new regulatory requirements and their impact on business operations, and make recommendations on alternative courses of action.

Duties & Responsibilities

Tasks and Responsibilities:
• Assist in developing and updating ACSI’s long-term strategic plans and business plans for key initiatives, working closely with the Director General.
• Collaborate with senior management and team members to define issues, scope the initiatives and create appropriate work plans.
• Drive analysis, defining and conducting appropriate analyses. Analyses include: gathering peer and industry intelligence, conducting interviews and observations, building quantitative models, and creating new tools and processes.
• Monitor project progress, resolving or escalating issues to senior management as appropriate.
• Developing and supporting productive relationships with the community, local business, and other levels of government and key stakeholders to strengthen the capability of ACSI to deliver against GIRoA’s vision.
• Ensure that projects can be practically applied and seek best value using available and emerging technologies.
• Aim to continuously improve processes and outcomes by constantly evaluating the work being undertaken and look for ways to make improvements.
• Actively work to build and maintain relationships with stakeholders including government agencies, regional bodies, key industries and community organizations that affect, or are affected by ACSI activities.
• Support the Director General and ACSI staff in representing the organization at events to cultivate/develop relationships with government agencies and stakeholders.
• Communicate regularly with staff about funded projects, and participate in program discussion with other staff to develop ideas and strategies for developing new prospects and programs or activities.
Deliverables and Reporting Requirements
• The Strategic Planning and Development Officer will report directly to Director General.
• Delivery of work products corresponding to the above tasks.

Job Requirements

Academic and Professional Qualifications
• Minimum of five years professional experience in the related field or equivalent job experience.
• Bachelor's degree in related field or equivalent job experience.
• Understanding of Afghanistan, civil service mandates and institutes a plus.
Knowledge and Competencies:
• Strategic thinking and planning capability with a positive approach to opportunities and initiatives.
• Understanding of local government frameworks, including roles and responsibilities, and the ability to work effectively with other staff and directorates within the broader
Civil Service Commission context.
• Ability to work in a team and to exercise tact, discretion and sound judgment.
• Strong communication skills with the ability to negotiate engage and actively listen.
• Demonstrated courteous disposition and helpful and friendly demeanor.
• A high level of time and resource management skills and initiative are required to deliver projects within resource constraints.
• Time management skills and the ability to develop, with limited supervision, maintain and monitor own work programs to meet deadlines.
• The ability to work under pressure with accuracy.
• Well developed research and decision making skills.
• Demonstrated ability to prepare detailed reports and other documentation in a clear, concise manner.
