Job Summary

Ensure completion of all activities related to medical data entry and data management into the mission database. Supervise, organise and plan the activity of Data Entry officers/operators, as well as identify their training needs in order to provide a good service support and reliability of the data collected.


Duties & Responsibilities

•           Supervise, organise and plan the activity of Data Entry officers to have a reliable record of medical activity performed, as well as identify their training/technical support needs in order to provide a good service support and reliability of the data collected.

•           Ensure collation and entry of all data identified by project managers for collection (e.g. morbidity, mortality, surveillance of diseases of epidemics, nutrition, psychological and women’s health, etc) into the appropriate data management system while ensuring quality of data

•           Do quality control data officers’ performance on regular basis

•           Know and ensure proper use of software used for recording (i.e. Fuchia, Epi Info, etc.).

•           Ensure accuracy of the medical data entered into the mission’s database on a regular basis, according to MSF protocols and carry out regular back-ups.

•           Provide technical support to data entry officers/operators in project sites and give response to their training needs.

•           Provide regular statistical reports for the medical team as well as informing the superior of any missing information, major changes or big differences in data

MSF Section/Context Specific Accountabilities

General

§ Supervise the good registration of all information related to patients and caretakers and Organize the day-to-day support of the medical staff to ensure correct use of patient data encoding tools.

§ Provide data entry, quality improvement, and trouble-shooting support to end-users in the hospital. Find, analyse, and resolve common end-user problems and / or errors.

§ Ensure follow-up of patients with medical team if needed

§ Develop and implement all tools required to collect patients/caretakers data complains (EMR, DHIS2, Excel…)

§ Ensure the good quality of medical data documented by clinic staff and promote good data protection culture. Maintain strict patient confidentiality at all times.

EMR

§ Be the field owner of the end of the EMR implementation and coordinate the testing, training and Go-Live phases with the support of the EMR MIO. Organize the related plans and staff trainings accordingly.

§  

Team Work and Collaboration

§ Coordinate and communicate with the logistics and ICT team to ensure the full hardware and software support of the tool

§ Work in close collaboration with supply supervisor to provide and assess supply and services given to patients

§ Give regular feedback to the line manager and report directly any issue or incident

§ In order to ensure the coverage of the human resources needs and maintain high standards of quality, organise and coordinate the activities of team supervised (week’s schedule, annual leave, absences, etc.), communicate with the HR Admin department all relevant information in due time, evaluate performance, define and ensure the needs for training

Others

§ Perform hands on tasks as part of the team whenever required or needed in order to optimize the resources and to contribute with his/her knowledge and experience

§ Participate in monthly reports according to guidelines

Job Requirements

Minimum Requirements and Competencies

Education

Essential: proven computer literacy, secondary education or qualifications either in administration, data entry or in statistics. Degree in Information and Technology (IT) desirable.

 

Experience                 

Essential: Essential working experience of at least one year with MSF.

Desirable: working experience in a supervisor role

 

 

Languages

Essential: Local language (Pashto and Dari) and Mission language (English).

 

Knowledge

 

 

Competencies

Essential: knowledge of use of computer including processing of documents (Word, Excel).

Desirable: knowledge on medical statistics data bases.
