The incumbent serves as the Supervisory Voucher Examiner in FMO office. Coordinates and assigns work to the subordinate voucher examiner and is designated Principal LES Certifying Officer, responsible for the final pre-certification/certification of the majority of payments made by the mission. Payments are in US Dollars, in local currency and occasionally in third country currencies. Certification authority and limitation will be in accordance with FSN Certifying Officer Designation Cable.

VA 14-022 Full Performance Level:
Education: Completion of a University Level Education with a one year of college or technical study in accounting or auditing is required.
Experience: 5 years of financial, accounting or auditing experience in an international organization of which one year in a supervisory capacity.
VA 14-022T- Trainee Level:
Education: Completion of a University Level Education with a one year of college or technical study in accounting or auditing is required.
Experience: 4 years of financial, accounting or auditing experience in an international organization of which six months in a supervisory capacity.
Language: Level IV (fluent) speaking/reading in English and Dari languages is required.
Knowledge: Expert knowledge of the Standardized Regulation, Department of State associated agencies’ regulations, Civil Service Rules pertaining to compensation, allowances, leave and retirement, Financial Management System in term of voucher processing and certification; and a good knowledge of the comptroller general’s decisions of financial management cases is required. Must also have a good understanding of the accounting, budgeting, procurement, disbursing and internal control systems as they relate to the certification function.
Abilities and Skills: Must be able to respond and correctly resolve a wide range of complex voucher examining problem, questions or situations. Must have demonstrate sound reasoning and logical abilities; good oral and written communication, supervisory and interpersonal skill; proficiency in the use of computer/work processing terminal equipment and calculators, and level 1 typing skill. Must have a good record of integrity and consistent acceptable performance
