Summary of Key Functions;
Leads Distribution, Inventory Management, and Quantification of commodities
Ensures Logistic System Design/LMIS
Ensures Coordination, Monitoring, Supervision and implementation of QA/QC activities
Supports Capacity Building and facilitation of knowledge building and knowledge sharing
Leads Distribution, Inventory Management, and Quantification focusing on the following results:
Support MoPH to develop and implement an effective coordination mechanism for commodities supply-management linking Central Medical Stores to specific Regional/Provincial stores to facilitate timely distribution and delivery of medicines and other supplies.
Support the MoPH to ensure development of realistic distribution schedules for timely transportation of medicines across various Regions/Provinces.
Promote technical assistance to MoPH in the selection of appropriate pharmaceuticals, medical supplies, including updating the essential medicines list /catalogue.
Recommend and pursue measures to improve SCM. He or she helps identify and apply innovative approaches and best practices to achieve supply chain management goals such as overall supply chain integrity and integration.
Advice MoPH on warehousing options, and technical plans for expansion of the national stores network
Ensures adequate planning and space for receipt of commodities including assets, storage and further distribution of health and non-health products in country according to WHO Good Storage Practice and WHO Good Distribution Practice, in coordination with the national counterparts.
Collects and analyzes consumption data and advises for minimum stock levels, order placing, and in-country re-distribution, when necessary, to avoid stock-outs or overstocking.
Ensures follow up of appropriate measures for managing expired/obsolete products in partnership with MOPH and in line with respective national/international policies.
Implementing safeguarding measures to protect GF and UNDP assets from loss and damage as per UNDP corporate regulations, maintaining and updating inventories, timely preparation and submission of the stock reports to the nominated insurance company.
Organizes regular stock physical counts-at least twice a year in collaboration with CO inventory focal point.
Ensures Logistic System Design/LMIS focusing on the following results:
Supports development of logistics management information system for ordering, delivery, receipt, stock level and inventory control including expiry tracking at all levels.
Promote new innovative approaches and techniques relevant for strengthening the pharmaceutical supply chain management.
Develop capacity for proper record keeping, data processing, reporting, and decision making thereby enabling MoPH and partners to better estimate their monthly, quarterly and annual requirements.
Provide support for computerization of logistics management at the central medical stores, Regional/Provincial medical stores or other levels as established in the logistic system design.
Ensures Coordination, Monitoring, Supervision and implementation of QA/QC activities focusing on the following results:
Ensures adequate management of commodities at the CMS in the acceptable quality standards; up to date inventory, safety, and generally good storage conditions.
Compliance with GF’s and national quality assurance/quality control policies and implementation of quality control measures according to GF procedures and agreed on in the Quality Assurance Plan.
Carry out routine field visits to monitor medicine storage facilities and accordingly advice on best practices to counter and address challenges faced.
Develop and streamline effective reporting system on the MoPH pharmaceutical supply chain management at field all levels and ensure proper review of reports from States and Counties.
Promote partnership between the MoPH Pharmaceutical Directorate and key stakeholders to address key gaps identified in pharmaceutical supply chain management.
Supports Capacity Building and facilitation of knowledge building and knowledge sharing focusing on the achievement of the following results:
Implementation of advice and technical support to the improvement of data management system (LMIS) for Supply Chain activities.
Support the MoPH Directorate of Pharmaceuticals to develop standard manuals and guidelines for effective management of pharmaceutical supply.
Provide technical, mentorship and capacity building support/trainings to MoPH-national disease programmes, SRs and other staff on supply chain management including; product selection, forecasting/ quantification, procurement, distribution and storage/ warehousing.
Maintaining electronic and hardcopy files and records to ensure proper accountability.
Perform other relevant task as assigned by the head of PSCM section.

Education:
Secondary Education (High School) or Bachelor’s degree in Business, Economics, Public
Administration, Procurement, Pharmacy or any related development field.
Experience:
With high school certificate minimum of 6 years and with bachelor degree minimum of 4 years of
relevant experience is required.
Experience working in/with international donor-funded projects highly appreciated
Solid experience in working with a multi-cultured group of people and systems in high-pressure
environments desirable.
Strong IT skills
Experience in health procurement is desirable.
Solid experience in the management of people and systems in high-pressure environments
would be an asset.
Strong IT skills
Experience of UN or UNDP procurement policies and procedures is an asset.
Language:
Fluency in English is required.
Fluency in Dari/Pashto is required.
