Job Summary

The United Nations Office for Project Services (UNOPS) in Afghanistan is responsible for implementing a number of projects on behalf of the Government of Afghanistan and the aid donor community. The Afghanistan Operations Centre (AGOC) has been set up as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the Implementing Agency/Consultant.

Since 2003 UNOPS has been implementing projects in the roads sector and supporting the capacity development of the Ministry of Public Works (MPW) and the Ministry of Rural Rehabilitation and Development (MRRD) throughout the country. The implementation strategy for the projects forming the UNOPS “Transport Sector Portfolio” aims to embed UNOPS national and international technical consultants alongside ministry counterparts in the implementation of projects to optimize the on-the-job training opportunities in all aspects of project implementation. Since its establishment in 2003 the UNOPS Transport Sector Portfolio has been made up of 15 separate projects funded from various donors; 5 of which are complete and the remaining are in various stages of project implementation. In order to optimize the resources under each project UNOPS has established a Programme Support Unit (PSU) using a cost-sharing arrangement to provide support services to all the projects in the portfolio.


TSP comprises of various road construction and maintenance projects, funded by donors such as Government of Japan, Government of Australia and Government of Italy. The bi-laterally funded projects represent an important growth sector within the Transport Sector Portfolio. In order to ensure the sound project and financial management of bi-laterally funded projects in the Transport Sector Portfolio and support the development of further projects in the portfolio, UNOPS is seeking qualified candidates for the position of Surveyor.

Duties & Responsibilities

The Surveyor works under the overall guidance of the Snr. Road Design Engineer. The Surveyor in general is responsible for the preliminary technical work on a project site and for conducting surveys pre-, during and post construction.

Specific responsibilities and duties include but are not limited to;


Conducting preliminary survey for selected roads as per programme plan, this includes visual survey, photos, map checking and site visits.

Preparing a contour map of project sites.

Planning and conducting an engineering survey for the selected roads, structures and civil works, including a Topographic survey and recording all site related details.

Designing horizontal and vertical road alignment as per standards recommended by MoPW for different classes of roads.

Providing design data and formula of setting horizontal and vertical curves.

Checking the design, pre-post section and calculating for quantities of works.

Checking the layout of the structures e.g. centre line, culverts, bridges

Formulate a topographic survey for project sites using TOTAL STATIONS equipment, and monitoring related aspects after construction.

Conducting post-construction survey and ensuring the construction/design is in accordance with the BoQ.

Build the capacity of Surveyors in the regional offices in the use of survey equipment and surveying, in collaboration with the Regional Engineer.

Responsible for ensuring surveying equipment is in good working order.

Co-ordinate with Bridge and Roads Design Units, and other units as applicable, to ensure dissemination of surveying data.

Frequent travel to project sites

Perform any other duty in line with these ToR’s as requested by supervisor

Job Requirements

- Diploma in Civil Engineering or similar field required.
- Bachelor Degree in Civil Engineering an asset.
- Highly skilled in the use and operation of the latest survey equipment, levelling instrument, Theodolite, Electronic distance meter, TOTAL STATION, GPD, Clinometer’s etc.
- Highly proficient in design software such as AutoCAD, Civil CAD, MX Road Design.
- Is able to converse easily in English, both verbal and written. Fluent in both Dari and Pashtu, verbal and written.
- Is able to demonstrate attention to detail and patience.
- Ability to overcome challenges and work in difficult work environments/conditions.
- Be able and willing to travel to all provinces and remote location in Afghanistan, including volatile and insecure areas.
