Afghanistan National Development Program, Multi Location
Background:
The Government of Afghanistan (GoA) is making a significant shift in the structures and processes by which it delivers the Afghanistan National Development Strategy (ANDS). This shift includes focusing on key national program priorities and deliverables, through a clustering of ministries to achieve final objectives. The Governance, aims to develop a system of representative, accountable, and effective governance through: (1) develop credible and result oriented governance reforms; (2) Strengthen and promote leadership, institutional, organizational, administrative and individual capacities for governance at both central and local levels; (3) Improve access to and delivery of justice and protect and promote human rights and civic responsibilities; (4) Ensure the institutional coherence, viability and sustainability of governance systems; and (5) Strengthen and promote transparency, accountability and integrity of government and democratic processes and institutions.
From March through July, the government with support of consultants undertook facilitated consultations within the Governance Cluster of ministries on a situation analysis and the first phase in the development of a prioritized set of the six national priority programs. In particular, an eighty-four page comprehensive Situation Analysis and corresponding fourteen page summary (i.e., a mapping of existing major national programs and projects) were prepared to inform the process of prioritization.
The GoA needs support to successfully complete the full design of two (2) of the six (6) national priority programs, program two (2) National Transparency and Accountability Program and Program six (6), Afghanistan Program for Human Rights and Civic Responsibility
Objective:
To provide technical support on Governance Development of the Government of Afghanistan in the finalization of 1 National Priority Programme.
Summary of Key Functions:
• Provide senior technical assistance to design, write and
cost) National Priority Programs two (2) and six (6),
whose overview would be provided upon request.
• Liaise, as appropriate and desired by the MoF Secretariat
and the Cluster Coordinator, with various donor
governments/organizations to solicit tentative feedback
on the programs, and maintain donor interest and buy-in.
• Advice on the alignment and harmonization process for
donors interested to support this priority program.
Duration:
5 weeks (December 1st , 2010 – January 7, 2011)

Reporting to:
H.E. Minister Arsala, Deputy Minister Humayun Hamidzada, and ANDP Project Manager
Education:
• Master or University degree, preferably in Business
Administration, Organizational Development, Public
Administration or any other related field.
Experience and Skills:
• Demonstrated expertise and experience in Human Rights
and/or Anti-Corruption , particularly as it relates to
Afghanistan.
• Direct senior-level experience in Afghanistan interacting
with GoA officials and ministries.
• Proven expertise and experience in translating policy
directives into practical application through ministry
National Priority Programs
• Proven skills to facilitate linkages with donor
governments and organizations and share knowledge of non-
Government of Afghanistan aid programs and activities
related to the Cluster.
Language Requirements:
• Must possess extremely strong oral and written
presentation skills in English.
