Job Summary

The Afghanistan Ministry of Borders and Tribal Affairs (MOBTA) is a leading ministry that supports and represents the needs and concern of the tribes and border communities of the country. In addition to that, the ministry works for national unity, sovereignty of our borders, delivery of social justice, and create the conditions that pave way for balance development in the country. Similarly, the ministry is responsible for taking different measures for welfare of Afghan citizens irrespective of their ethnicity or gender for living a decent life on one hand and to build trust in the central government on the other. This trust of people in the government ultimately helps in bringing peace and stability to this war torn country of Afghanistan.
Technical Assistance Unit (TAU), Ministry of Economy (MOEC) of the Government of Islamic Republic of Afghanistan seeks to hire a qualified individual consultant to provide consultancy services to the Ministry of Borders and Tribal Affairs (MOBTA).

Duties & Responsibilities

1. The advisor shall develop comprehensive plan and policy for the ministry and ensure the proper implementation.
2. Responsible to develop an action plan for revamping the system in accordance with rules and regulations for better quality services delivery and also a work plan in agreement with his/her supervisor.
3. Advise director on building and developing quality assurance and programs in alignment with the central and sub-national priorities.
4. Strong coordination within and outside MOBTA.
5. Ensure all MOBTA directorates’ function/activities meet MOBTA overall objectives and standards and high quality documentation of the program work is in place.
6. Establish a proper monitoring, evaluation and controlling system for overall performance of MOBTA, after consulting and taking advice of minister or deputy minister.
7. Design appropriate procedures and strategic plans for MOBTA.
8. Establish a suitable mechanism to monitor activities carried out by directorates at national and sub-national levels to ensure effective performance of the relevant departments.
9. Design Mechanism for implementation of projects and ensure the proper implementation of projects.
10. Provide necessary advice to minister and deputy ministers in terms of special objectives.
11. Build better communication between donor groups and MOBTA representatives.
12. Develop a proper database to coordinate the departments activates.
13. Any other duties assigned by the minister, deputy minister.

Job Requirements

Bachelor degree in public administration, business administration, or management.

Three (3) years of relevant work experience in management positions.

Strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses.

Well writing, reading, understanding, and fluency of Pashto, Dari, and English languages.

Extensive experience in research and facilitating curriculum.

Ability to support and control multiple activities and conflicting priorities.
