Ministry of Mines & Petroleum of the Islamic Republic of Afghanistan is seeking for an International individual pipeline construction consultant who will assist Afghan Gas Enterprise (AGE) in design, implementation, construction, testing of high pressure gas pipeline as well as installation of a catenary pipeline bridge crossing (or open cutting) of the Balkh River. The intent is to help and assist AGE in providing a fully operational, functional and safe natural gas pipeline system in accordance with the best practices of the Natural Gas Industry.
Assist and instruct AGE pipeline construction manager on all areas of pipeline design tasks such as pipeline routing, alignment sheet development, design, river crossings, temporary work space, plats/sketches/deeds, hydrostatic tests, etc.
Working onsite on a daily basis with the AGE pipeline construction team to assist and where necessary instruct the AGE pipeline construction manager on proper installation methods and international standard procedures.
Preparing daily work plan with the AGE pipeline construction manager
Anticipate construction and material issues and suggest solutions to avoid construction delays and rework
Ensure that basic safety procedures are followed
Report daily work progress and issues to the project manager
Prepare weekly progress reports on construction of the pipeline
Supervise an Assistant Project Manager, who will assist the Project Manager and act as his/her backup when he/she is on leave or attending meetings away from the project. and
Considering all required standards related to the project for safe and normal operations
All other related duties assigned by AGE / MoMP leadership if not described above
Bachelor degree in relevant field
A minimum of five (5) years of experience in pipeline design and construction
Ability to read construction drawings and plans
Experience with overseas construction assignments preferably in remote areas
Experience as a Chief Inspector, Construction Engineer or similar field position
Good organizational skills
Excellent communications skills, both verbal and written
Must have the demonstrated ability to work well with others of differing cultures
Knowledge of 49, CFR Part 192, B31.8, B31.3, API 1104, ASME codes and other codes related to pipeline and station construction
Familiarity with nondestructive testing procedures and interpretation
Previous experience with working in sour gas environment is desired
Familiarity with installation of backup power generation units is desired
