About Rescue Mother and Child in Afghanistan

Welcome to the Rescue Mother and Child Afghanistan (RMCA) Foundation. Every two hours, a mother dies from preventable complications during pregnancy and childbirth. We help to re-equip and reopen health centers around Kabul and develop training programs focused on maternity care and early childhood care. Since December 8, one medical clinic has been opened in Wardak with a delivery room and five medical professionals. Women from the region can receive life-saving maternity care and perinatal care for mother and child in our clinic. In addition to maternity care from a midwife, the clinic offers medical care from a general practitioner, a vaccination program for children under 5, extra food for children with malnutrition, and a 'mental health' consultation hour. We employ three women and more than 100 patients visit the clinic every day. Our goal is to open more medical clinics to reach even more women and children. This is only possible with your help! With your structural donations we finance, among other things, medical personnel in Afghanistan and materials & medical supplies to keep the clinic running


Job Summary

The Medical Technical Supervisor is responsible for overseeing the quality and implementation of health services in RMCA-supported clinics and field sites. The role ensures that medical activities follow national guidelines, international standards, and RMCA protocols. This position supports health workers, monitors clinical performance, and strengthens health service delivery through technical supervision and capacity building.

Duties & Responsibilities

  • Provide technical oversight and guidance on RMCA’s maternal, child health, and nutrition programs.
  • Supervise medical staff in the field to ensure adherence to clinical protocols and quality standards.
  • Provide on-site technical support and mentoring to doctors, nurses, midwives, and other health staff.
  • Collaborate with MEAL (Monitoring, Evaluation, Accountability and Learning) teams to ensure data quality and support performance monitoring.
  • Monitor service delivery, including maternal and child health, nutrition, and emergency care.
  • Lead the development and adaptation of technical strategies, tools, and guidelines based on national and international best practices.
  • Conduct technical assessments and support the design of evidence-based programs.
  • Work closely with project coordinators and field staff to ensure program quality, effectiveness, and compliance with RMCA and donor requirements.
  • Coordinate and deliver training and capacity-building sessions for health workers and program teams.
  • Support monitoring, evaluation, and learning (MEAL) activities to ensure technical accuracy and impact measurement.
  • Liaise with government health departments, UN agencies, and other stakeholders on technical issues.
  • Contribute to the writing of project proposals and technical reports.
  • Ensure integration of cross-cutting issues such as gender, protection, and community engagement in technical programming.

Job Requirements

Education:

  • Required: Bachelor’s degree in Medical Sciences (e.g., Medicine, Public Health, Nursing) or Business Administration with strong experience in health programming.
  • Preferred: Master’s degree in Public Health (MPH), Health Management, or related field.

Experience:

  • Minimum 5 years of progressive technical experience in maternal and child health, nutrition, or related sectors in humanitarian or development settings.
  • At least 2 years of experience in a technical coordination or advisory role.
  • Strong understanding of the Afghan health context and experience working with NGOs or international agencies.
  • Demonstrated experience in program design, proposal development, training, and technical support.


Skills and Competencies

  • Deep knowledge of national and international health protocols (e.g., IMCI, IYCF, MNCH).
  • Strong leadership and technical problem-solving skills.
  • Excellent communication, interpersonal, and training facilitation abilities.
  • Proficient in program planning, budgeting, and report writing. (word, excel, PowerPoint)
  • Fluent in English; proficiency in Dari and/or Pashto is required.
