Real Time Data Management System (RTDMS) Background: 

Based on the Afghan Government telecom service law, all telecom services are subjected to 10% service fees collecting thorough all telecom and internet service providers in the country. In order to implement the law MOF, MCIT and ATRA have been assigned the task to establish a Real Time Data Management System for the purpose of transparency in controlling the 10% Service Charge deduction and collection throughout the country, and to report ICT sector revenue .In order to realize the actual real-time requirement for 10% tax deduction and revenue assurance, The System should have online interface with all operators to get the voucher card (VC) recharge/any recharge message from Operators Billing, Core ,Value Added Services (VAS) systems whenever subscriber do top-up or recharge then operators systems should also send online message to MoF/MCIT RTDMS /RA System.The system should be designed based on VC recharge/Online top up flow of Operators and then should produce interface document to get the online recharge transactions from each operators billing system and record into RTDMS/RA System

Job Summary

Strong knowledge on Convergent Billing System (Architecture and Product Level). Huawei, ZTE, Redknee and Ericsson Charging knowledge will add additional value. 

 Vast knowledge on Interconnect Billing and International Roaming Charges (CAP and TAP). 

 Responsible for the timely and accurate billing of all consumer and business customers (Mobile, Internet, VAS, CBS) 

 Experience in IN/OCS Nodes for Charging/billing  

 Programming scripts to amend and improve Billing 

 Provide L2/L3 support for fault resolution on Convergent Billing System and interconnect billing. 

 Must have knowledge on all types of CDRs/EDR’s. 

Duties & Responsibilities

 Responsible for the timely and accurate billing of all consumer and business customers (Mobile, Internet, VAS, CBS) 

 Experience in IN/OCS Nodes for Charging/billing  

 Programming scripts to amend and improve Billing 

 Provide L2/L3 support for fault resolution on Convergent Billing System and interconnect billing. 

 Must have knowledge on all types of CDRs/EDR’s. 

 Must have knowledge of Rating/billing for the offline CDR. 

 Invoice generation after billing the national/international numbers rating. 

 Must have knowledge on rating and invoicing for PABX. 

 Must have knowledge on rating and invoicing for bulk SMS 

 Coordinate with Settlement Unit of RTDMS to keep abreast of any dispute and take it into consideration. 

 Track payments made by the companies through online system. 

 Review payment/receipt vouchers prepared by other concerned departments to ensure that the information is complete, accurate and complies with MCIT’s internal policies and procedures. 

 Provide professional advice to senior to reduce the loopholes in the system and promote accuracy and transparency. 

 Communicate effectively and efficiently with relevant departments.  

 Reconciliation of all billing data with accurate source by plsql/unix.

 Collaborating with the other stakeholder to implement and deploy new changes related to Business configuration and to ensure functionality of related operations. 

 Identify the estimated/exact top up cards scratched on daily weekly and monthly basis. 

 Identify and calculate the POSTPAID tax based on customer contracts and MSISDN. 

 In accordance with law and policy prepare (voucher) for the amount of taxes on companies. 

 Prepare weekly & monthly reports. 

 Review accounting entries and perform periodically control activities

Job Requirements

Bachelor degree in (Telecommunication, Computer Sciences or any other related field. Must have 5 years working experience of IN/OCS/Mediation, Telecommunication Billing in Telecom industry 

Ability to taking the required decisions, planning and finding solutions for various problems and challenges. Must have literacy in Linux, Oracle, My-SQL, Python and Shell Scripting. Must have experience in Interconnect Billing/postpaid billing/PABX billing/Bulk SMS billing Must have experience in managing AR and DC Must have experience in Top-up and online charging Knowledge of all Billing integration and Configuration. Knowledge of Integrate new Network Node or new VAS node integration. i.e: PCRF, HLR, CBS (IN), CRBT, VAS etc. Team management and client relationship management skills. Have a good Experience in Charging and billing nodes of all operators is preferable Great communication skills, verbal as well as written. An ability to communicate concisely and effectively with external, as well as internal stakeholders. Working experience in telecommunications companies. Vendor experience will be preferable Experience in dealing with SS7 stack (MTP1-3, SCCP,WIN,MAP) and appropriate callflows is serious plus Familiar with mobile network architecture, Knowledge in CS/PS network is a plus

Hands-on experience in Billing, OCS, VAS (SMSC, IVR,CRBT,MissedCall),interconnect and prepaid systems Proven experience on Vendor (Huawei/ZTE/Ericsson) charging systems
