Job Summary

AHG is seeking a telecommunication specialist to serve as program manager for a monitoring project. The project utilizes SMS, USSD, and IVR technologies for monitoring aid activities. The primary responsibility of the telecommunication specialist include negotiating and maintaining access to mobile providers, monitoring inbound and outbound SMS, IVR, and USSD traffic, and serving as point of contact for support and service calls from client and or users.

Duties & Responsibilities

1. Negotiate and maintain access to multiple mobile operator networks (Roshan, AWCC, Etisalat, & MTN)
2. Provide support for the activation, operation, and maintenance of voice, IVR, SMS, and USSD on toll free short codes.
3. Maintain monthly traffic logs for voice, IVR, SMS, and USSD through all mobile operators.
4. Maintain monthly uptime and usage logs for voice, IVR, SMS, and USSD through all mobile operators.
5. Consolidate all billing from all mobile providers into one monthly bill for client.
6. Prepare monthly activity reports, including, dis aggregation of data per network and short code, successful vs. failed messages, and downtime of services and gateways.

Job Requirements

Minimum 3 years work experience with at least one of the major telecom providers (degree in relevant field – telecommunication can replace experience)

Understanding and work experience with voice, IVR, SMS, and USSD bulk messages

In-depth understanding of telecom industry in Afghanistan

Understanding of ATRA regulations

Minimum of Bachelors degree in related field

Proficiency in IT and software development
