Job Summary

This position requires the successful candidate to acquire subject matter expertise in a variety of trade issues and to effectively conduct workshops and respond to technical inquiries. The Afghanistan Pakistan Transit Trade Agreement (APTTA) and South Asian Free Trade Area (SAFTA) trade cooperative is the basis from which the successful candidate will deliver trade education-service program.

Duties & Responsibilities

Trade Specialist reports to the USAID/TAFA Regional Communications Coordinator and is responsible for USAID/TAFA trade education-service program at the Trade Service Center (TSC), a collaborative undertaking with the Afghan Chamber of Commerce and Industries (ACCI) housed at ACCI facilities in Kabul, Kandahar, and Jalalabad. This position announcement seeks to recruit for 1 Trade Specialist located in Kabul Trade Service Center.
The target audience for delivery of the trade education-service program includes but is not limited to: traders, customs brokers, transport operators/freight forwarders, truck drivers, and the general business community. Trade Specialist will develop close relationships and provide technical assistance to members of the target groups as well as private sector opinion leaders.
Extensive training will be provided to the successful candidate by TAFA. Based on the important principles of engagement in APTTA and SAFTA, the training topics may include and is not limited to:
Overview of APTTA and SAFTA, Temporary Admission Document Procedures, APTTA Rules of the Road: Legal and Illegal Practices, A Map Study of Pakistan APTTA Transit Routes, Basics of Insurance, How to Obtain Insurance for Goods in Transit, Procedures for Sealing Containers, Rights and Responsibilities of Afghan Truck Drivers, Basics of Tracking Devices, Export Opportunities in India and China, and Rules of Origin.

The duties associated with this position are as follows:
Gather, input, and maintain a contact and curriculum database containing contact, training, and technical assistance data for each target group member. The database in MS Access or Excel will be developed by TAFA.
In accordance with established policies and procedures and in coordination with TAFA Regional Communication Coordinator, TAFA Regional Communications Manager, and ACCI, undertake logistical arrangements to organize education program including but not limited to: completing TAFA request for training, developing training budget, completing monitoring and evaluation requirements, planning, invitations, and scheduling
Assist in the research and preparation of trade-related training content and translation of training material
In coordination with the Regional Communications Coordinator and guidance from TAFA Public Outreach Component, deliver weekly training program to target group members.
Ensure that target group members complete the education curriculum specific to the respective target group

Organizes target user group meetings to inform, listen, and get feedback from target group members; document proceedings, and send report to Regional Communication Coordinator

Before, during, and after the implementation of APTTA or SAFTA, the Trade Specialist will provide any and all manner of technical assistance (services) to the target groups

Perform other duties as assigned by the Regional Communications

Job Requirements

Bachelor degree in Business, Economics, or related field preferred

At least 5 years experience in a business or trade-related role in the private sector or international NGO preferred; knowledge and experience in conducting business-related training is a plus

Good command of written and spoken English is required; previous experience interpreting spoken English into Dari or Pashto or translating written English documents into Dari or Pashto is preferred

Computer literacy and experience using MS Office applications and email is required; proficiency in MS PowerPoint is preferred

Demonstrated planning and service-orientated skills

Ability to travel freely is required
