Job Summary

The Urban Planning Officer will report to Program Manager and undertake the following tasks and activities:

Duties & Responsibilities

1) Programme implementation support


Support the Programme Manager in the effective and efficient execution of programme activities by working in close collaboration with the relevant institutions and project teams, at the national and local levels;

Ensure coordination of different programme components among different provinces during the implementation of the sub-projects and activities;

Assist Provincial/Regional Mangers in the development of annual implementation programme work plans and to coordinate the timely completion of contracted targets.

2) Contribute to UN-Habitat's support to GoIRA and partners


Support the co-ordination and consultation with concerned Ministries, Departments, and Local Authorities on national and provincial level to ensure programme alignment with government needs and priorities;

Coordinate provincial capacity development activities on programme components and technical guidelines;

Contribute to the consolidation and development of new ideas, concepts, innovations and new programmes and approaches;

3) Lead in the strategic urban planning activities in all cities;

Support the development of urban planning guidelines and regulations

Support development of plans in all target cities

Overall monitoring and qualtiy control of outputs

Lead in engagement with MUDA and municipalities for plan adoption and use

Integrate gender equality and youth empowerment strategic urban planning processes
and outputs

Job Requirements

At least a Bachelor’s degree in urban planning, or other relevant qualifications, or high-school completion qualification in combination with five additional years of qualifying experience may be accepted in lieu of a university degree.
At least five years of experience with:
(i) managing development programmes in Afghanistan;
(ii) Coordination of capacity development activities on programme components and technical guidelines;
(iii) development of urban planning guidelines and regulations.
(iv) and familiarity with the UN system in Afghanistan.
