ACTIN AGAINST HUNGER (AAH), Multi Location
Under the general guidance of the Field Manager, the WASH Programme Manager will be responsible for the following:
1. Define and supervise the implementation of water, sanitation and hygiene projects on his/her base.
1. Provide technical, management and administrative support to WASH Program implementation.
2. Ensure the supervision of the programme objectives and organize the WASH teams.
3. Ensure quality and respect of deadlines of the projects implementation.
4. Communication with the team and collaboration with the Field Manager, Nutrition team, WASH department, logistics and administration department.
5. Maintain excellent coordination among WASH and Nutrition teams in integrated projects implementation.
RESONSIBILITIES:
1. Ensure the implementation of the programs
The PM has to:
1. Recruit and train the team.
2. Identify the intervention areas in collaboration with the Field Manager, WASH Head of Department and his deputy, make an inventory of existing facilities and evaluate the WASH needs.
3. Identify the beneficiaries and the interventions to implement after having done the feasibility studies.
4. Collaborate with other departments especially with Nutrition team in order to ensure a coherence in the triggering of the beneficiaries and the implementation of activities;
5. Conduct KAP survey with the team.
2. Supervise the programs and manage the teams
The PM has to:
6. Plan the activities in order to respect the planning of the proposal and ensure that the program will not face delays.
7. Evaluate regularly the qualifications, qualities and motivation of the team.
8. Supervise the teams and conduct their appraisal.
9. Follow the project indicators and monitor the facilities (execution delays, quality of the facilities…) with ACF tools.
10. Implement and follow-up of indicators monitoring tools.
11. Follow-up the budget with the HoD, his deputy and the Field Manager.
12. Do the procurement request (check of the quality and the quantity of materials) and monitor the purchase with the Field Manager.
13. Organize the movement of the teams.
14. Participate in the elaboration and improvement of ACF tools.
15. Analyse the relevance and adequacy of the intervention with respect to the evolution of the context and needs.
16. Participate in the writing of donor reports.
17. Write the monthly reports.
18. Write capitalization reports.
Note: The PM needs to strongly coordinate with WASH and Nutrition teams to the implementation of the planned integrated activities according to the project strategy for the promotion of pre-defined, hygiene, sanitation, behaviour change and health/Nutrition.
3. Relay ACF activities and objectives to the communities and partners
The PM has to:
19. Participate in external & internal coordination meetings with stakeholders.
20. Participate in regional WASH clusters.
21. Inform local authorities about all aspects of the programs.
22. Involve and inform the communities in the implementation of the program.
23. Ensure the appropriation of the different activities by the communities.
24. Work in collaboration with the stakeholders.
4. be proactive with respect to the definition of new strategies and intervention (in collaboration with the HoD and his deputy).
The PM has to:
25. Participate in the elaboration of the country strategy.
26. Follow-up of the humanitarian situation in the area.
27. Participate in the evaluation in the intervention area and in new areas.
28. Represent ACF with the communities
5. Ensure the respect of security rules
The PM has to:
29. Ensure that the procedures and security expectancies and followed before, during and after the works in the field.
30. Inform the supervisor about any security incident.
31. Respect and make respect security rules.
Graduation from the higher education diploma Level of studies at least professional experience of 2 years in WASH is required.
Experience in project management and project cycle.
1. Skills in geology, hydrogeology, civil engineering, water supply, water quality analysis, sanitation, hygiene promotion.
2. Knowledge in training and management.
3. Good analysis and writing skills.
4. Knowledge in capacity building.
5. Good analysis and problem solving skills.
6. Independence, critical mind and pro-activity.
7. Flexibility and organization.
8. Knowledge in budget and stock management.
9. Knowledge of computer software Word, Excel, Power Point.
10. Good knowledge in English and writing.
11. Ability to work with teams of WASH and Nutrition.
12. Ability to work and live in hard conditions in the field.
13. Knowledge on organization, planning and respect of deadlines.
14. Basic Knowledge on Health/Nutrition.
