Job Summary

Scope of the Assignment (Including but not limited to)
To gather sufficient inputs plus data from lead-farmer’s communities, DAIL’s extension agents and Key appropriate stakeholders to better contribute to projects selection, designing, and developing irrigation under umbrella of focal projects of Urozgan agriculture development strategy (UADS), irrigation Consultant is responsible to complete up the following task on timely manner.

Duties & Responsibilities

1. Select, design and develop priority irrigation infrastructure sub-projects (under focal project of UADS) at district level (that builds/rehabilitates storage/check dams, clears blocked streams/canals, constructs protection walls, integrates power generators), but allows for adequate operation/maintenance expenditures
2. Design and develop sub-projects for Flood protection of agricultural land programme in Uruzgan plus Establish structures that will reduce the loss to annual flooding of agricultural lands along +/- 60km of river banks
3. Design and develop sub-projects to Establish a district level farmer-led adaptive research programme to develop drip irrigation and water harvesting, as well as water and soil management at the micro-catchment level and on-farm (dry land farming
4. Design and develop projects to Assist farmers to test integrated wheat/livestock farming systems in water scarceenvironments
5. Maintain and improve coordination with all key stakeholders, particularly, MAIL irrigation department to ensure all sub-projects identified (under focal projects) can address concern, expectation and needs of stakeholder as well as meet objectives of focal project
6. Irrigation consultant is responsible to identify all direct and indirect beneficiaries with their locations as he design projecs
7. To identify key training subjects for capacity development of farmers communities on various aspect of irrigation.
8. Irrigation consultant is required to report on weekly and monthly basis to strategy implementation adviser and MAIL irrigation department
9. Any other task assigned by strategy implementation adviser and technical committee.

The duration of the position is 3 months, starting in March 2012. The Water and Irrigation Consultantwill be based in Uruzgan Province.

Working Hours:

The Water and Irrigation Consultant will work 6 days per week from Saturday to Thursday (44 hours per week) from 08:00am to 04:00pm (longer working hours may be required according to work-load).

Qualifications, Skills and Experience:

1. At least 5 years of significant water project experience.
2. The candidate must be thoroughly proficient in written and spoken English. Work and Field

Management of water distribution canals River management
4. Planning, designing,constructingearth and surface dams, water pans, bunds
5. Hydrology and water management
6. Project baseline assessment, monitoring and evaluation
7. Project impact assessments (social and environment)
8. Implementing irrigated agriculture projects Forestry
9. Problem solving and root cause identification skills.
10. Strong analytic and decision making abilities.
11. Must be a team player and able to work with and through others.
12. Excellent organizational skills, detail-orientation and flexible work style.
13. Demonstrated ability to handle confidential and/or sensitive information.
14. Excellent command of English, Dari and Pashto communication skills required.
15. Proficient in MS Office and internet applications are required
