Islamic Relief Worldwide (IRW) is an international, non-profitable, non-governmental humanitarian relief organization with its head quarter in Birmingham, UK. It enjoys consultative status with the Economic and Social Council of the United Nations and is a signatory to the Code of Conduct for International Red Cross and red Crescent Moments and NGOs in Disaster Relief. Islamic Relief has been working in Afghanistan for more than 23 years, providing emergency relief and implementing life-changing development projects for some of the most vulnerable people in the country. Islamic Relief set up our first Afghanistan office in 1999. Since then, IRA continued providing assistances in emergency relief, food security, livelihood, education, health, nutrition, shelter, orphan sponsorship, Ramadan and Qurbani programmes.

Job Summary

To ensure timely completion of all emergency and WASH infrastructure with quality, attend all technical and civil engineering-related meetings in the Province/Agency/field level and update the concerned in the context, make work plan and identify measures for improvement, ensure quality in each aspect of work done by keeping record and maintaining discipline,  prepare project technical design package, drawings, specifications and BOQs as required, ensure accurate record keeping, construction inspections, quality audits and records of actual quantities maintained, drawings are kept up to date and variations and addendums are issued correctly. This position is based in Samangan province, and the incumbent will lead and manage the province's engineering activities. Under the overall supervision and guidance of the Project Coordinator, the incumbent undertakes the following duties:

Duties & Responsibilities

• Closely work with IRW CO technical team and WASH and Infrastructure specialist for getting consultation over planning and designing any technical intervention.
• Survey and identification of health center locations with the provision of technical and architectural standards.
• Produce drawings, technical documentation and BoQs for all horizontal and vertical structures, to ensure they are carried out regularly and works are implemented in compliance with approved design.
• Prepare and coordinate structural specifications and compile the final design package drawings, specifications, design analysis, design calculations, and bills of quantities).
• Able to design steel trusses and provide relevant unit price rate analysis.
• Familiarity with low-rise steel structure building planning, design, and implementation.
• Prepare complete technical packages for all civil structure buildings including design narrative, technical details drawings, BoQ, and specification.
• Load calculation and assigning to the structures using engineering software’s for all type of structures as low-rise vertical structure steel shelters and canopies.
•  Check that the quality and quantity of the material used are in accordance with the specification.
• Supervise activities of IRW/contractors on construction sites (Health center, steel shelter, and etc).
• Provide structural design support to the Architect, mechanical, Electrical and Water supply design of a building structure.
• Assist the Project Manager and the field teams to ensure that the planned activities are conducted safely, on time, and within technical documents, budget and scope.
• Inspect project sites to monitor progress and ensure conformance to design specifications and safety standards.
• Supervise construction, operations, and maintenance activities at the project site.
• Supervise or participate in surveying to lay out installations and establish reference points, grades, Connexus location, and elevations to guide construction.
• Coordinate and work closely with the CO technical team and update them regularly.
• Develop all technical documents related to structures including but not
• limited estimation, BoQs, scope of work, environmental studies, work plan and computer-aided design drawing.
• Responsible for technical monitoring of project quality, process of milestones and distribution Planning
• Performing any other duties as job required or assigned by the CO technical team or Program Coordinator.

Job Requirements

Essential:

Knowledge, Skills and Qualifications (Bullet Points)

• Knowledge of WHO water quality standards, testing methodology and monitoring and evaluation practices

• Excellent computer skills including MS Office (Word, Excel, PowerPoint) and other relevant software.

• Excellent knowledge of project estimations and water supply systems design.

• Familiar in Auto CAD.

• Site assessment, topographic survey, data collection and analysis of survey projects

• Auto CAD drafting and civil design experience.

• Software usage for providing daily, weekly and project closing out report with enough experience.

• Good analytical, negotiating, communication and advocacy skills.

• Experience of staff supervision, teaching delivery, mobilization, team work, and reporting.Strong budget management and reporting, skills; and an ability to oversee multiple awards from a variety of donors.

• Strong written and oral communication skills, comfortable in a multi-cultural environment, and effective in representationږ

• Able to respond rapidly to changing environments and work under pressure.

• Fluency in English required; knowledge of Dari and Pashtu preferred.

• Excellent organizational skills with the ability to prioritize multiple tasks and meet deadlines.

Experience (Bullet Points)

• Bachelor’s degree in civil engineering/structural engineering.
• Further qualifications in engineering in development-related contexts are preferred.
• Preparation and qualities ensure monitoring plans.
• A minimum of 3 to 5 years’ professional experience in Humanitarian aid to vulnerable population projects in humanitarian contexts, having experience in the implementation of low-rise buildings and steel structures is highly preferred.

• Relevant experience of planning and designing low-rise buildings of health centres.
