Islamic Relief Worldwide (IRW) is an international, non-profitable, non-governmental humanitarian relief organization with its head quarter in Birmingham, UK. It enjoys consultative status with the Economic and Social Council of the United Nations and is a signatory to the Code of Conduct for International Red Cross and red Crescent Moments and NGOs in Disaster Relief. Islamic Relief has been working in Afghanistan for more than 23 years, providing emergency relief and implementing life-changing development projects for some of the most vulnerable people in the country. Islamic Relief set up our first Afghanistan office in 1999. Since then, IRA continued providing assistances in emergency relief, food security, livelihood, education, health, nutrition, shelter, orphan sponsorship, Ramadan and Qurbani programmes.
To ensure timely completion of all emergency and WASH infrastructure with quality, attend all technical and civil engineering-related meetings in the Province/Agency/field level and update the concerned in the context, make work plan and identify measures for improvement, ensure quality in each aspect of work done by keeping record and maintaining discipline, prepare project technical design package, drawings, specifications and BOQs as required, ensure accurate record keeping, construction inspections, quality audits and records of actual quantities maintained, drawings are kept up to date and variations and addendums are issued correctly. This position is based in Samangan province, and the incumbent will lead and manage the province's engineering activities. Under the overall supervision and guidance of the Project Coordinator, the incumbent undertakes the following duties:

Essential:
Knowledge, Skills and Qualifications (Bullet Points)
• Knowledge of WHO water quality standards, testing methodology and monitoring and evaluation practices
• Excellent computer skills including MS Office (Word, Excel, PowerPoint) and other relevant software.
• Excellent knowledge of project estimations and water supply systems design.
• Familiar in Auto CAD.
• Site assessment, topographic survey, data collection and analysis of survey projects
• Auto CAD drafting and civil design experience.
• Software usage for providing daily, weekly and project closing out report with enough experience.
• Good analytical, negotiating, communication and advocacy skills.
• Experience of staff supervision, teaching delivery, mobilization, team work, and reporting.Strong budget management and reporting, skills; and an ability to oversee multiple awards from a variety of donors.
• Strong written and oral communication skills, comfortable in a multi-cultural environment, and effective in representationږ
• Able to respond rapidly to changing environments and work under pressure.
• Fluency in English required; knowledge of Dari and Pashtu preferred.
• Excellent organizational skills with the ability to prioritize multiple tasks and meet deadlines.
