It enjoys consultative status with the Economic and Social Council of the United Nations and is a signatory to the Code of Conduct for International Red Cross and red Crescent Moments and NGOs in Disaster Relief. Islamic Relief has been working in Afghanistan for more than 23 years, providing emergency relief and implementing life-changing development projects for some of the most vulnerable people in the country. Islamic Relief set up our first Afghanistan office in 1999. Since then, IRA continued providing assistances in emergency relief, food security, livelihood, education, health, nutrition, shelter, orphan sponsorship, Ramadan and Qurbani programmes.

Job Summary

The Enumerator / Surveyor is responsible for collecting accurate and timely data from various sources, including field surveys, interviews, and other data collection methods. This role is crucial in supporting the MEAL department's efforts to monitor and evaluate the effectiveness of programs and projects. The ideal candidate will have strong attention to detail, excellent communication skills, and the ability to work independently in diverse environments. This position will specifically be recruited as a roster. The recommended candidate will be called for the survey based on requirements.

Duties & Responsibilities

Key Responsibilities


Data Collection:


  • Conduct field surveys, interviews, focus group discussions, and other data collection activities as directed by the Provincial MEAL officer.
  • Use digital data collection tools such as tablets, smartphones, or laptops, ensuring the accuracy and integrity of collected data.
  • Adhere to data collection protocols and guidelines to maintain consistency and quality of data.
  • Ensure the secure and timely transfer of collected data to the MEAL department for processing and analysis.
  • Maintain accurate records of data collection activities, including details of locations, respondents, and any challenges encountered.
  • Assist in the organization and storage of data, following data protection and confidentiality protocols.

Reporting and Feedback:

·      Provide regular updates on data collection progress and any issues encountered during fieldwork to the Provincial MEAL officer

·      Participate in debriefing sessions with the MEAL team to discuss findings and observations from the field.

  • Contribute to the preparation of reports and presentations based on collected data.

Training and Capacity Building:

  • Participate in training sessions on data collection methods, tools, and ethical considerations.
  • Support training and capacity-building efforts for other team members or partners involved in data collection.

Compliance and Ethics:

  • Ensure that all data collection activities comply with ethical standards, including obtaining informed consent from respondents.
  • Respect the confidentiality and privacy of all individuals and communities involved in the data collection process.


Job Requirements

Qualifications and Skills


  • Education: Minimum 14 years of education, University graduate (16 years) is preferable; additional training or certification in data collection, M&E, or related field is an advantage.
  • Experience: 6 months to 1 year of experience in data collection, surveying, and on-field experience or similar roles; experience in M&E is preferred.
  • Technical Skills: Proficiency in using digital data collection tools and software (e.g., KoboToolbox, ODK, etc.).
  • Communication Skills: Strong interpersonal and communication skills; ability to interact effectively with diverse populations.
  • Attention to Detail: Keen eye for detail and accuracy in data recording and reporting.
  • Adaptability: Ability to work in various field conditions and adapt to changing circumstances.
  • Language Skills: English, Pashto, and Dari


Working Conditions

  • Field Work: This position may require extensive fieldwork, including travel to remote areas.
  • Physical Requirements: Ability to carry out physically challenging tasks, including walking long distances and carrying equipment.
