Islamic Relief Worldwide (IRW) is an international, non-profitable, non-governmental humanitarian relief organization with its head quarter in Birmingham, UK. It enjoys consultative status with the Economic and Social Council of the United Nations and is a signatory to the Code of Conduct for International Red Cross and red Crescent Moments and NGOs in Disaster Relief. Islamic Relief has been working in Afghanistan for more than 23 years, providing emergency relief and implementing life-changing development projects for some of the most vulnerable people in the country. Islamic Relief set up our first Afghanistan office in 1999. Since then, IRA continued providing assistances in emergency relief, food security, livelihood, education, health, nutrition, shelter, orphan sponsorship, Ramadan and Qurbani programmes.

Job Summary

To ensure timely completion of all Shelters and infrastructure with quality, attend all technical and shelters and WASH-related meetings at the district/Agency/field level and updating the concerned in the context, make work plans and identify measures for improvement, ensure quality in each aspect of work done by keeping record and maintaining discipline, prepare project technical information, drawings, specifications and BOQs as required, ensure accurate record keeping, construction inspections, quality audits and records of actual quantities maintained, drawings are kept up to date and variations and addendums are issued correctly.

Duties & Responsibilities

Identify potential Shelter Intervention sites in consultation with govt: agencies, Shelter clusters, other sector partners, and communities plus field team.

·      As a member of the Shelter cluster member, H/She should take part in shelter-related activities in the field.

·      Technical survey & assessment in close coordination with relevant authorities and cluster to identify the most safe location for shelter intervention.

·      Maintain effective communication with CLTS facilitators and hygiene promoters.

·      Maintain close links and coordination with communities and local authorities.

·      Supervise the Shelter construction and repairing to ensure the work is carried out in accordance with the agreed design and plan.

·      Having successful experience in implementing CfW projects for constructing emergency infrastructure.

·      Supervise construction, operations, and maintenance activities at the project site.

·      Check that the quality and quantity of the material used for shelter and infrastructures are in accordance with the specifications.

·      Provide integrated work plans in collaboration with teams from other departments/thematic areas.              

·      Identification and hiring of the construction teams and labour while working in close collaboration procurement/supply chain department.

·      Plan and ensure full cooperation with admin team to fulfill the desired progress within the stipulated time.

·      Preparing plan for visiting all shelters based on a periodic plan to ensure their smooth implementation at site.

·      Close coordination with local authorities and solve the problem promptly to avoid any possible work and activity breaks.

·      Develop all technical documents related to shelter and other repair activities, including but not limited to estimation, BoQs, scope of work, environmental studies.

·      Ensure high-quality and high-impact shelter in terms of new construction and repair works as part of wider emergency programming in selected communities.

·      Perform quality assurance inspection to verify the work is performed in compliance with detailed implementation plans, technical specifications and drawings.

·      Document all civil field activities and perform regular inspections to check the progress of ongoing works and activities.

·      Assures that proper safety standards and precautions are followed.

·      Prepares and maintains records for weekly and monthly reports.

·      Recommends purchase of specialized equipment required for the implementation of the Shelter, WASH & DRR activities.

·      Ensuring projects run smoothly and are completed within budget and on time.

·      Identify, Analyse, and resolve all technical issues in all files, projects and ensure efficient interpretation of all design drawings, and maintain all Quality Control procedures and safety in projects.

·      Analyse and prepare plans for material requisitions. 

·      Design all work plans and identify and resolve all Shelter, WASH & DRR-related issues on site.

·      Provide timely updates on the status of shelters and infrastructure works to the main office and project manager.

Performing any other duties as job required or assigned by the supervisor.

Essential:

 

Knowledge, Skills and Qualifications (Bullet Points)

 

·      BSC-Civil Engineering 

·      Knowledge of Shelter and WASH Intervention & practices

·      materials, methods and processes used in the construction with in-depth knowledge about good construction practices.

·      MS Office, Auto CAD.

·      Ability to plan, schedule and supervise the work of others.

·      Ability to maintain records and prepare reports.

·      Knowledge of cost analysis, and scheduling.

·      knowledge of safety and security measures.

 

 

Experience (Bullet Points)

 

·      3-5 years of relevant experience.

·      Proven experience in planning, designing and implementing of Shelter and WASH structures.

·      Proven experience in working with and management of contractors.

Desirable:


·      Relevant experience of working with humanitarian/development sector/INGOs

·      Having experience in QC/QA and selecting appropriate construction materials.

·      Experience in staff supervision, teaching delivery, mobilization, teamwork, and reporting.
