Job Summary

The M&E Officer will work under the M&E department's Standard Operating Procedures and play a key role in ensuring the effective implementation of the ASPIRE-WEE project’s Monitoring, Evaluation, Accountability, and Learning (MEAL) activities in the field. He/ She is responsible for field-level data collection, monitoring, verification, reporting, and supporting adaptive learning to enhance program quality and impact. He /She will ensure that the project achieves its objectives related to improved learning outcomes, livelihood opportunities, and economic resilience for Afghan return women.

The role involves extensive field visits to monitor activity implementation, conduct surveys, and provide capacity building to enumerators, and project staff. The position requires a proactive individual with strong technical, organizational and interpersonal skills, capable to work in remote and challenging contexts. 

Duties & Responsibilities

Under the overall guidance from the Provincial Manager, the M&E Officer will work closely with the M&E manager/Regional Coordinator, project staff, other support units, and stakeholders to support the overall Monitoring, Evaluation, Accountability, and Learning (MEAL) activities of the ASPIRE-WEE project. He/ She will perform the following, but not limited to:

Monitoring and Data Collection:

• Provide extensive support for the implementation of the Activity Monitoring, Evaluation, and Learning Plan (AMELP) in the field.

• Conduct regular field visits to monitor project activities, collect quality, accurate, and precise data using the standard M&E tools, and present comprehensive and detailed monitoring reports with action points.

• Collect field-level data by using quantitative (e.g., structured surveys) and qualitative (e.g., FGDs, and KIIs) tools.

• Use mobile data collection platforms (e.g., KoboToolbox, CommCare, or ODK) to capture and upload real-time data.

Data Quality Assurance:

• Verify the quality and completeness of data collected by partners and stakeholders.

• Ensure all field-collected data is accurately entered, cleaned, and validated before submission to the M&E manager/Project Manager.

• Regularly update project databases with field data on training progress, beneficiary profiles, and implementation status.

• Apply DQA including spot-checks, data triangulation, and periodic field audits.

• Analyze the M&E data and produce reports on project outputs and outcomes periodically

Reporting and Documentation:

• Reporting of critical findings through the existing M&E mechanisms on a weekly, monthly, and quarterly basis.  

• Document success stories, lessons learned and challenges, focusing on youth and women participants.

• Prepare weekly and monthly monitoring reports summarizing field-level activity progress, challenges, and findings.

• Support donor and stakeholder monitoring visits by providing required documentation and reports.

• Report on persistent issues through the current special reporting mechanism of the M&E department. 

• Ensure all reports comply with USAID’s MEAL standards and guidelines.

• Accountability and Learning:

• Ensure accountability at all levels of implementation including communication of complaints and response reciprocally between project and beneficiary community. 

• Provide clear feedback and recommendations to field teams based on monitoring observations.

• Support the implementation of community feedback mechanisms to ensure accountability to beneficiaries.

• Work with the M&E Manager to disseminate findings and ensure feedback is integrated into project implementation.

Capacity Building

• Train enumerators, project staff and stakeholders on M&E tools, data collection techniques, and participatory monitoring procedures.

• Organize orientations and capacity-building sessions for trainers and project stakeholders on the importance of data quality and accountability processes.

Safeguarding:

• Carry out safeguarding monitoring at all levels of the project as per the safeguarding plan for the project.

• Adhere to the safeguarding measures inside the organization and at project sites.

• Report and address any safeguarding issues through established mechanisms.

Additional Responsibilities:

• Any other task assigned by the provincial manager or M&E Manager/Regional Coordinator.

• Coordinate with relevant departments and propose initiatives for efficient project delivery.

• Comply with the BRAC M&E SOPs and guidelines. 

Job Requirements

1. Strong understanding of M&E frameworks, tools, and processes including PIRS, data collection, and reporting.

2. Proficiency in mobile data collection platforms (e.g., KoboToolbox, ODK, or CommCare) and data analysis software ((Excel, SPSS, and Power BI)

3. Demonstrated ability to collect and analyze gender-sensitive and disaggregated data.

4. Knowledge of UN’s MEAL requirements, including context monitoring and adaptive learning practices.

5. Good communication, and interpersonal skills, with the ability to engage with youth, women, and community stakeholders.

6. Strong analytical, organizational, and problem-solving skills.

7. Proven ability to work independently in challenging environments and meet tight deadlines and Capacity to deliver training and mentor staff on M&E processes.
