Islamic Relief Worldwide (IRW) is an international, non-profitable, non-governmental humanitarian relief organization with its head quarter in Birmingham, UK. It enjoys consultative status with the Economic and Social Council of the United Nations and is a signatory to the Code of Conduct for International Red Cross and red Crescent Moments and NGOs in Disaster Relief. Islamic Relief has been working in Afghanistan for more than 23 years, providing emergency relief and implementing life-changing development projects for some of the most vulnerable people in the country. Islamic Relief set up our first Afghanistan office in 1999. Since then, IRA continued providing assistances in emergency relief, food security, livelihood, education, health, nutrition, shelter, orphan sponsorship, Ramadan and Qurbani programmes.
Overall management of MEAL manager, the M&E coordinator reports to Sr. MEAL Coordinator. M&E Coordinator collaborates and work closely with the MIS coordinator, head of program implementation, program coordinators, reporting coordinators, area managers, and management for developing required tools, guidelines, standard operating procedure (SoP) and strengthening the planning, executing, project baseline, midline review, endline assessment/evaluation, post distribution monitoring, need assessment etc for the projects and programs of Islamic Relief Afghanistan. S/he will contribute to developing M&E plans and frameworks for various projects and programs and implement the M&E plans according to the IRW’s MEAL framework.
S/he also contributes to project design and development and maintains relations and networking with multiple program managers, as well as UN organizations, other INGOs and research institutions.
1. Lead on designing/managing surveys and evaluation (30%)
· Develop Terms of Reference (TORs) for baseline surveys, midterm reviews, and final evaluations. Conduct post-distribution monitoring surveys, result monitoring, and facilitate feedback surveys.
· Design, coordinate, and manage the implementation of baseline surveys, needs assessments, feasibility studies, midterms, final evaluations, result monitoring, post-distribution monitoring, and action research for various projects and programs.
· Produce or lead internal and external evaluations of programs/projects as necessary.
· Coordinate with project coordinators and officers to compile all project reports generated by various projects at specified intervals.
5. Reporting (25%):
· Write/review all assessment/survey, research, monitoring and evaluation high quality report and provide necessary technical guidance to ensure compliance with program/project requirements for monitoring and evaluation.
· Write/support to ensure the quality of the interim and final project reports.
· To disseminate reports and study finding with country management.
3. Demonstrating accountability to affected populations (15%)
· Facilitate the information dissemination and implementation of an accountability action plan for each project on the given template.
· Coordinate with program teams to share results of assessments, baselines, reviews, feedback surveys, and evaluations with the beneficiary community and other stakeholders in the appropriate format and document the whole process.
· Provide technical assistance and guidance to programme teams on conducting participatory, community-based, and inclusive needs assessments.
· Verify the presence of inclusive and participatory beneficiary selection criteria and subsequent selection accordingly.
· Ensure that participation activities are documented, and learning is shared
· Ensure that all staff at all levels understand and promote accountability through training and coaching.
4. Organizational learning & Capacity Building (15%)
· Establish and maintain a system for organisational learning (i.e. Develop and maintain a learning log and ensure learning points are embedded at policy and practice levels)
· Participate and contribute to the IRW-MEAL Community of Practice regularly.
· Develop a learning plan and learning tools/methods for all projects, programmes, and organization
· Identify opportunities to communicate programme/project learning and information sharing/learning exchanges with other actors
· Support Programme and communications departments in the development of relevant modules and resource materials to support quality programming
· Conduct orientation sessions around MEAL requirements and identify capacity-building needs around MEAL for Partner organizations.
· Provide support to team in utilizing MEAL tools for different intervention.
· Participate in the project design process as a team member to ensure prior internal and external learning, community-based and inclusive needs assessment, and evidence informs project design.
· Participate and circulate learnings and best practices in the Global MEAL Community of Practice
6. Coordination and support to programme management (15%)
· Facilitate and lead the processes to ensure compliance with Core Humanitarian Standard and IHSAN Standards (IRW-Quality Management System).
· Ensure that relevant MEAL-related budgets are incorporated within project budgets in coordination with the programme, finance, and MEAL Manager
· Ensure coordination with research organizations, academicians, evaluators, consultants, MEAL capacity building networking institutions, etc.
· Write/support MEAL-related sections of each proposal submitted to any donor.
* Any other duties assigned by the line manager.
Working Conditions:
The position is based in the Kabul office with approximately 50% travel to the project working areas. Also work as a team member of senior MEAL management. Close contracts are required with cross department, other organizations working in similar fields.
Education
Experience
· Minimum of 5+ years of demonstrated working experience in Monitoring, Evaluation, Accountability & Learning, including at least 2 years in a leadership role within a MEAL team.
· Excellent hands-on experience in both qualitative and quantitative research, encompassing all stages from planning to report execution.
· Proficiency in developing various tools such as needs assessments, surveys, focus group discussions (FGD), key informant interviews (KII), outcome harvesting, impact assessments, etc.
· Strong report writing skills with a track record of producing high-quality reports.
· Previous experience in humanitarian and/or development programming.
· Experience in designing and implementing Monitoring & Evaluation/Management Information Systems (M&E/MIS) in development projects undertaken by national/international NGOs, UN bodies, or governmental organizations.
· Demonstrated expertise in designing tools and strategies for data collection, analysis, and report generation.
· A solid background in learning methodologies with a demonstrated track record in digital and innovative learning approaches.
· Thorough understanding of typical M&E activities including logframes, quantitative and qualitative methodologies, sampling techniques, and analytical approaches.
· In-depth knowledge of humanitarian and/or development M&E frameworks and standards such as Active Learning Network for Accountability and Performance in Humanitarian Action (ALNAP), United Nations (UN), Department for International Development (DFID), Bureau for Humanitarian Assistance (BHA), SPHERE, Inter-Agency Network for Education in Emergencies (INEE), etc.
· Experience in two, or more, of these programmatic areas:

IT Skills
· Experience in designing tools and strategies for data collection, analysis and production of reports.
· Proven ICT skills, especially in the development of MIS software using database software.
· Expertise in analyzing data using statistical software.
· Skill in one of these data management software is valued: PowerBI; ArcGIS, ActivityInfo, SPSS; NVivo; ATLAS.ti; R; KOBO;
· Strong experience and expertise of the Microsoft Office 365 suite (MS Excel, MS Word, MS PowerPoint, Power Bi etc.,).
Languages
· Strong advanced and demonstrated working and professional knowledge (written and oral) of English is mandatory.
· Proficiency in Dari/Pashto and other local language is desirable.
